The lugger is 'running free', ie, wind is from behind. Seen off Penzance Promenade, this looks like racing in a regatta possibly.
Note: Having to 'dip' the sail means that this rig does not suffer from the 'bad tack' of the other two, where the sail is pressed against the mast.
